The Holston Weird Dam on a clear morning

Why have the weirs positioned the way they are? If it went straight across like every other damn, the only thing that would change would be the flow over the weir, assuming same height and everything. But that could be easily solved by putting some flow retarders downstream. The hydrostatic pressure doesn’t change, so why spend the extra money to make it zig zagged? Are there native fish species that jump up it? This is the only reason I could think of that they needed to limit the velocity over the weir so fish can approach it from downstream.
